After having several failed installs of Drupal in Xampp for Win 8.1 and surfing for answers, I finally got it to install. Several tips didn’t work out. The installer itself, upon an error, had a link to click to “go to error page”. All that did was finish the install which was a partial install and messed up.
Fix the Maximum Execution Time Error
Here’s how to fix this Maximum execution time of 30 seconds error seen here:

Go to your xampp control panel and click Admin for Apache. Select php.ini.
Once the php.ini has opened, use the find tool to find max as that makes it easier.
Search for max_execution_time and change it to 1200
Now follow the install guide the rest of the way from Drupal’s site and you should be good to go.
- Be sure you have at least PHP 5.4.5 installed and your Mysql is at least version 5.1.21
- Be sure to follow the steps to make the database the way they say using COLLATION utf8_general_ci
- Be sure to make and rename a copy of the sites/default/default.settings.php file to settings.php
